Basic assumptions:
We want no decay, as advertised
Grind for r14 should be about the same (12 weeks top br1, 15 weeks mid br1)
Lower brackets may converge towards r14 eventually, too. But this may take way greater time
Basic algorithm idea:
Set decay to 0
Since adapting RP per rank requirements may be complicated and unfair, it may be easier to dimish the RP gain per bracket to match a realistic progression.
E.g. st1/top br1 may just get 5000 RP per week instead of 13000 RP (dimishing factor of ~0.3846
), thus reaching the required 60k RP after 12 weeks.
It's rather easy to implement, since the diminishing factor per bracket just needs to be multiplied with the earned player RP .
Current player rank progress would need to be recalculated, because people progressed lower ranks too fast (without diminishing factors).

What else could be done to make ranking more humane? All suggestions can be combined and adapted over the server lifetime.
No negative delta
Easiest to implement, set this to 0 and delete the following if-statement
Can pause ranking, as advertised. Won't ever derank
For progress, an appropriate bracket still needs to be hit (no guaranteed progress)
Adapt bracket sizes
Easy to implement by changing the bracket breakpoints
Needs to be balanced (easy to mess up)
Depending on how it's done, it relieves players from pool size boosting
